| 中文摘要 | 本文在参考国内外城市生态经济理论及其综合评价研究文献的基础上，从维持城市生态经济系统健康、稳定、持续发展的角度出发，遵循定性与定量相结合的原则，对城市生态经济系统及发展潜力的内涵进行了较深入的探讨，构建了城市生态经济系统发展基础、发展潜力评价指标体系与评价模型，并以沈阳、南京、武汉、广州、成都和西安6个副省级城市为案例，分析评价了城市生态经济发展基础、发展潜力状况，最后提出了提升城市生态经济系统发展潜力的针对性策略。具体内容包括：1、通过对国内外城市生态经济系统研究进展的回顾，在总结城市生态经济系统内涵、系统结构、系统特征和发展机制的基础上，提出了城市生态经济系统发展潜力的概念，并定性分析了发展潜力的内涵；2、分析了城市生态经济系统发展潜力评价的核心内容；城市生态经济系统发展潜力评价指标体系与城市循环经济、可持续发展指标体系、城市生态系统健康评价指标体系的异同；城市生态经济系统发展潜力评价指标体系构建的目的、主导原则、方法和层次；构建了城市生态经济系统发展基础、发展潜力评价指标体系；3、应用建立的城市生态经济系统发展基础、发展潜力评价指标体系和评价模型，选择我国东部地区的沈阳、南京、广州，中部地区的武汉，西部地区的成都和西安6个副省级城市，对其城市生态经济系统发展基础、潜力进行评价，并比较分析了以上6个副省级城市内部的生态经济子系统基础、潜力及其影响因素。4、在综合分析影响城市的生态经济系统发展潜力影响因子的基础之上，提出了城市生态经济建设、发展和提升城市生态经济系统发展潜力的立足科学规划、调整系统结构、推进清洁生产与消费、培育生态文化等方面的政策建议。 |
| 英文摘要 | Based on urban eco-economic principle and its comprehensive assessment methods, the present paper, aiming at the healthy and stable development of Urban Eco-economic System (UEES), carried out a more detailed discussion on the connotation of the UEES and its development potential by both quantitative and qualitative analyses. And a set of indicators for assessing the development potential of the UEES was established. Taking six vice-provincial cities of Shenyang, Nanjing, Wuhan, Guangzhou, Chengdu and Xi'an for cases, this paper comprehensively evaluated the level of UEES’ development potential. In addition, this paper proposed the strategy recommendations towards promoting the development potential of the UEES. The main researches are shown as below:（1）By reviewing the UEES researches abroad and at home and summarizing the UEES connotation, the system structure, the system characteristic and the developmental mechanism, this paper proposed the conception of the development potential of UEES, and analyzed the connotation of development potential;（2）The proposed indicator system for evaluation of the developmental potential of UEES is made up of four items, that is, the urban ecological sub-system, the urban economic sub-system, the social sub-system, and the openness degree of the UEES;（3）A case study was conducted between six vice-provincial cities of Shenyang, Nanjing, Wuhan, Guangzhou, Chengdu and the Xi'an. Furthermore, this paper compared the development potential of those UEES and analyzed its influencing factors;（4）On the basis of general analysis of the influencing factors of above six UEES’ development potential, this paper recommended the policy suggestions on scientific planning, system structure adjusting, cleaner production & consumption promotion and eco-culture cultivation as to benefit the construction and development of the UEES’ potential. |
