中文摘要本文以自然保护区服务功能价值评估及可持续发展对策为研究对象,从生态、管理、与社区的关系、资金投入等方面分析了我国自然保护区可持续发展方面存在的问题,剖析了问题产生的主要原因之一是对自然保护区服务功能认识不足、没有建立体现自然保护区特征的服务功能价值评估指标体系,服务价值本底不清,并基于自然保护区的内涵构建了体现了自然保护区特征的湿地类自然保护区服务功能价值评估指标体系和方法体系。在解译2000年和2005年达里诺尔自然保护区TM遥感影像资料及其它调查的基础上,实例评估了达里诺尔自然保护区的服务功能价值。2000年同2005年相比,达里诺尔自然保护区服务功能价值从61197上升到69553万元,上升13.65%,生态服务功能是达里诺尔自然保护区的主要服务功能。基于服务功能价值评估及其动态分析,从体制、机制和投入三方面提出了自然保护区可持续发展对策,建立了自然保护区可持续发展概念模型。一是改革自然保护区管理体制,设立独立的自然保护区管理机构,对自然保护区实行纵向分级管理;二是创新自然保护区管理机制,重新鉴定和划分我国的自然保护区;采用生物圈管理模式解决土地权属问题,把核心区土地使用权划归自然保护区,缓冲区、实验区土地使用权可以由保护区或社区所有;准许适度开发利用自然保护区内的资源,对涉及自然保护区的建设项目严格审批。三是增加和优化对自然保护区的投入并鼓励社会资金和商业资金的投入,逐步开征生态环境补偿费。本文的创新点包括:1、基于自然保护区的内涵,选择体现自然保护区特征的指标构建自然保护区服务功能价值评估指标体系;2、基于遥感调查和土地利用现状分析,首次对自然保护区进行了服务功能价值动态分析,使自然保护区服务功能价值评估更能应用于自然保护区的可持续发展分析和管理;3. 依据服务功能价值评估及其动态变化,对自然保护区可持续发展对策进行了探讨,首次建立了基于自然保护区问题及原因分析和服务功能价值评估的可持续发展概念模型。
英文摘要This article takes evaluation of ecosystem service and sustainable development of nature reserves as the studying subject, and analyzes the problems from ecology, management, fund and the relationship with local community. One of the most important reasons is that ecosystem service has not been fully known and special evaluating indexes of nature reserves have not been established. Based on the meaning of nature reserve, this essay sets up special indexes and evaluating method for wetland-type nature reserves, then value the ecosystem service based on remote sensing data of Dalinor Nature Reserve in 2000 and 2005. From 2000 to 2005, the value of Dalinor Nature Reserve’s ecosystem service increases from 611.97 to 695.53 million RMB, and increase 13.65%,ecological service is the main servicing function. According to evaluation of ecosystem service, this essay puts forwards many ways for the sustainable development of nature serves in China: Firstly, smooth the supervision/management mechanism, and rearrange nature reserves based on the value of ecosystem service; Secondly, set up independent administration of nature reserves, which is subsidiary to Environment Ministry, in order to manage all the nation’s nature reserves,and different level of governments manage the national nature reserves together due to the vast amount of high-grade nature reserves; Thirdly, prohibit tourism and producing activity in core and important buffer zone of nature reserves based on “Project Environment Management Method” and “Nature Reserve Regulation”. Some strict approving procedures must be performed if activities are essential; Forthly, reform current investing mechanism, governments at all levels should list the construction & management of nature reserves into foundational plan and financial budget, the subsidy to nature reserves can be done by establishing special fund, listing into ecological protection plan and environmental plan, collecting ecological compensation fee and gathering social money, then allocate the investment reasonably; Fifthly, solve the contradiction on land ownership correctly based on “Biosphere managing method”, the land in core areas should be owned by nature reserves, and the land in buffer and experiment zone can be owned by nature reserves or local communities, some reasonable production and business activities can be done there too; Finally, deal with the relationship between protection and development properly, economic development can’t impact the environment and the protection can’t detain the economic development too, and lead to the disharmony between human and nature. Mining and tourism can be done in nature reserves in west regions of China. This essay has three new points: set up new indexes of ecosystem service based on the concept of nature reserve; dynamic analyse of ecosystem service based on RS and GIS; set up sustainable development model based on evaluation of ecosystem service and alalyse of problems.
