英文摘要	Based upon study, management of scientific research deals with many complicated factors such as requisite、relationship and collectivity etc. According to basic character, object of research management may be described and generalized by Intelligent Complexity System (ICS). Understanding management of scientific research from complexity point of view and revealing developmental direction of scientific research management theories and practices, it is important innovation.
