英文摘要	There are two important viewpoints in the paper 1. Onlg a few sorts of resdources can be exploited during a certain developing period. 2. The focal point of resources evaluation is the economical attribute and social attribute of the exploitable resources. The paper also discusses the task and the facter of resources evaluation.
