英文摘要	Based on the separability principle in system science, inspired by cask model, via the analyzing about some successful instances in management practice, this paper comes out with the hiberarchy model optimizing the sustainable capability of the whole district, in the precondition that the sustainable development capability of each subdistrict will not be reduced. This model prefers being a thinking method to being an optimizing arithmetic.
