The laser-beam emitting device (10) includes a laser-beam source unit (21) configured to emit a laser beam, a condenser lens (23) configured to concentrate the laser beam emitted from the laser-beam source unit (21) to a prescribed position, a holding member (14) configured to contact the condenser lens (23) across its entire surface and hold the condenser lens (23), and a cooler (30) applied to the laser-beam source unit (21), the cooler (30) being configured to cool the laser-beam source unit (21). The holding member (14) has a thermal conductivity higher than a thermal conductivity of the condenser lens (23), and contacts the cooler (30) across its entire surface. The engine spark plug system (40) includes the laser-beam emitting device (10), and a spark plug (52) configured to ignite an internal combustion engine (41), using a laser beam output from the laser-beam emitting device (10).
