中文摘要	世纪之交，新疆在努力发挥地缘优势和资源优势，并使其尽快转化为经济优势的过程中，实施大经贸战略，积极开拓跨世纪对外经济贸易，发展外向性经济，具有重要的理论意义和实际价值。本文在论述新疆地缘政治与对外经贸的关系，回顾新疆对外经贸发展的历史，展望在经济全球化和区域集团化的过程中新疆所处的地位及外经贸发展的趋势等宏观背景分析的基础上，提出新疆跨世纪对外经贸发展的战略构想：进入新亚欧大陆桥国际大通道，沟通欧洲经济圈也亚太经济圈，参与国际大市场竞争，开成外贸、外资、外经三个方面军和大贸、边贸、三资、三来一补四大贸易领域的大经贸格局，实现国际、国内双向大循环；发挥地缘优势，沿边开放，以口岸为依托，以贸易促合作，发展购物旅游，进一步开拓地方贸易和边境贸易；发展外向型经济，通过东进西出、西进东出、加工贸易、境外加工、吸引外资、对外援助，承包工程和劳务合作，走渐进式与跃进式相结合的发展道路；形成边境口岸——边境经济合作区——大中城市经济技术开发区——对外开放城市的外向型经济空间部署。Be up and coming 21st century, Foreign trade and economic cooperation playing more and more important role in Xinjiang's economic development. It has theoretical significance and practical value to transform Xinjiang's superorities of georelations and resource into play and transform them into economic superority as soon as possible, to establish a stratgey of great foreign trade and economic cooperation, develop export-oridnt economy. Fristly, the paper analyses the maro-background: the relationship between Xinjiang geopolitics and foreign trade and economic cooperation; Overviews history of Xinjiang foreign trade and economic cooperation; The viewpoint of forward looking and providing some guidance on Xinjiang status in trend of economic globalization and regional eceonomic integration. Then set sup stratgey of Xinjiang foreign trade and economic cooperateion in the 21st century. The article main contents include: for Xinjiang how to get on the new Eurasian Continental Bridge international passageway, to link up Europe Economic Circle and Asia-Pacific Economic Circle, to paticipat in competition of international market, to form a pattern composed by foreign trade、foreign capital、foreign economic cooperation, etc. and national trade、border trade、foreign investment, etc. trade realms, to realize international and domestic two-way cycle, to bring superiority of geopolitics into play, to open and develop of border regions, to promot trade cooperation depending on port, to develop tourism trade, to open up local trade and border trade; By way of inprovement trade, absorbting foreign investment、foreign aid、contracting projects with foreign countries、service Cooperation with foreign countries. Xinjiang integrates foreign trade and economic cooperation develop gradually in due order with leap forward, and form the space shape of export-orient economy, lay equal stress on border port、border economic cooperation regions、urban economic technology cooperation and regions、opening Cities.
