| 中文摘要 | 当前，我国为缩小地区差异和扩大内需，实现经济社会的持续稳定发展，实施西部开发战略。我国西部地区社会经济落后，是贫困人口主要集中地区，如何使西部地区快速发展，如何找到地区发展的突破口，如何使本区尽快脱贫致富，就成为人们关注的焦点问题。为我国西部某些地区寻找合适的发展道路是本文的出发点。本文前半部分在剖析西部地区社会经济特征、国家宏观经济背景、国际国内旅游发展的态势、西部地区旅游资源优势、旅游开发条件的基础上，从旅游地理学、旅游经济学、产业经济学、区域经济学的角度进行理论分析，探讨了西部旅游资源丰富、开发条件较好的地区进行旅游业超前发展的可能性，并说明了旅游开发在西部大开发以及平衡地区差异宏伟工程中的地位和作用。本文后半部分从实践的层面上论述了阿勒泰地区进行旅游开发的必要性，并对阿勒泰地区旅游开发模式进行探讨。阿勒泰地区是我国西北部边疆的一个典型欠发达地区，拥有一流的旅游资源、四国交界的地理位置和四个边境口岸的对外条件，旅游发展有一定的基础。建议地区旅游业发展应本着事实求是、因地制宜的原则，立足国内、面向国外，依托边境优势和丰富独特的寒温带生态旅游资源进行边境旅游和生态旅游的适度超前开发，建设好哈纳斯生态示范区、福海旅游扶贫示范区和以吉木乃为代表的边境口岸旅游示范区，实现旅游发展的市场化、信息化、国际化和持续化，带动区域经济发展，同时为我国欠发达地区旅游开发积累经验。At present, for the reason of regional unbalance and the lack of inner demand, our country put forward the West Development Strategy to achieve the sustainable development aim of our society and economy. The west regions are lag in all aspects, and majority impoverished people of our country are living there. So, how to improve the development ability of these regions to achieve rich from poverty is a question well worth studying. On the basis of analyzing the Chin macro economy background and the social and economy characteristics of the west regions, this paper discuses the possibility and significance of tourism development where there occupies abundant tourism resources and well development condition in the first part. Nowadays the tourism development domestic and abroad are prosperous, and the tourism resources and the development conditions of some west regions are good enough, so, tourism industry can be taken as a leading industry there. In the second part of this paper, the author discuses the necessary and the pattern of underdevelopment regional tourism development, and then put forth some suggestions. The Aletai region is a typical underdeveloped region in west china, and it is the border area with best tourism resources and four ports to three foreign countries. the regional tourism development should stick to two principles that is to suit measures to local conditions and to be practical and realistic. The tourism development pattern should be developed according different conditions. Border tourism and ecotourim should be developed and to achieve tourism development informationization, marketization, internationization and sustainable as far as possible. To construct Hanasi demonstration ecotourism region, and to construct Fuhai demonstration tourism region regard Jimunai Port as an example, so as to improve regional economic development, in the mean time, to accumulate experiences for tourism exploitation of underdeveloped regions. |
