英文摘要	The rapid urbanization of China faces great challenges including pressures by high speed of economic growth, lacking of comprehensive assessment and low efficiency of multi-agents managing. In this paper, an advanced tool for comprehensive urban environmental management has been developed, which is named Integrated Environmental Assessment (IEA) Process at city-level of China and applies to the rapid urbanization areas. Shenzhen was selected to be the pilot city, as a typical developing city with rapid urbanization and industrialization in China.
