英文摘要 | In regional environmental planning, Eoological engineering techniques are the practical methods vital to the environment improvement. And the effectiveness of these techniques is generally determined by the scientific selection and arrangement. However, the selection and arrangement are highly interconnected with the local development and ecosystem changes, giving much more uncertainties and complexities in the application of ecological engineering techniques. Therefore, seeking a proper way to solve the problem is essential. Scenarios analysis, which can fully cover the system changes and the preference of experts and local stakeholders, is a sound approach for the optimum techniques management There are five steps in the method: identifying the environmental issues, constructing and comparing scenarios, assessing the changes of social, economic, and environmental systems, listing and analyzing the potential ecological engineering techniques, forecasting environmental issues in different scenarios, selecting and optimizing ecological engineering techniques. As a typical regional example, Lake Qionghai Basin in Southwestern China is employed as a case study. Considering more and more ecological and environmental pressures, some ecological engineering techniques are designed to improve the environmental quality from 2005 to2015. Based on these, two scenarios are further built. And the techniques are proposed to be classified into four levels as highly prior, prior, sub-prior and deferrable according to the regional financial ability, change-, of environmental systems, cost-effectiveness of techniques, and the opinions of experts and local stakeholders etc. Results show that the suitable engineering techniques and arrangements are different in various scenario. Moreover, in the watershed point sources pollution control and ecological restoration of riparian area can be taken as prior choice in the future, while dredging up lake sediments and developing water resource should be implemented only if there is sufficient investment.
