英文摘要	Municipal infrastructure construction projects (MICPs) are the "lifeline" projects of the city. In the municipal infrastructure construction, the transformation from product plan to the engineering entity is completed through the engineering construction. Therefore, engineering management has an immediate effect upon the project goals' realization Comprehensively fulfilling engineering contract is the most essential objective in engineering project management. The contract management is considered to be in the center position in general contractor's project management process.
