英文摘要	黄新华，厦门大学公共事务学院教授、博士生导师，经济学博士；屈站，厦门大学公共事务学院博士研究生。; 【中文摘要】近年来，中国城市房价持续上涨。除了高速城镇化引致房价上涨的客观原因外，房地产调控政策与不断高涨的房价之间的关系，换言之，中央政府房地产调控政策的决策逻辑，是一个值得关注的关键问题。基于1998—2013年间的相关政策文本，通过对中央政府房地产调控政策决策的逻辑起点、监督逻辑、外部回应逻辑以及政策选择逻辑等方面的探讨，可以提供一个关于中央政府房地产调控政策决策逻辑的理论解释；转型社会进程中，央地利益博弈格局下中央政府谋求治理绩效最大化的渐进产物。 【Abstract】Under the control of the central government in recent years，China's urban housing prices are rising. In addition to the objective reasons of the high-speed urbanization leading to the prices rising，what role does the central government play in the rising prices? In other word，what logic does the central government have in the real estate regulation policy decision? Based on the text of the relevant policy between 1998 and 2013， this article discusses the logical starting point，supervision logic，external response logic and policy choice logic in the central government decision-making logic，and tries to provide a theoretical explanation of decision-making logic in the central government real estate regulation policy.
