英文摘要	慕亚平，中山大学法学院教授，中国国际法学会理事。 江颖，中山大学国际法专业研究生。; 【中文摘要】公海捕鱼自由”原则是“公海自由”原则的主要内容，其内容和规则随着国际关系和科学技术的发展而逐渐变化。本文在阐述“公海捕鱼自由” 原则的确立及其演变的基础上，重点描述了《跨界鱼类种群协定》对“公海捕鱼自 由”原则及其渔业管理制度的影响，进而对海洋渔业管理制度发展趋势进行了展 望。 【Abstract】Abstract: The principle of freedom of fishing on the high seas is an integral part of the doctrine of"freedom of the high seas", whose contents and rules change with the development and progress of international relations, science and technology. By elaborating on the establishment and evolution of the principle of ''freedom of fishing on the high seas", this essay focuses on describing the impact of the Straddling Fish Stocks Agreement on the said principle and its fisheries management regime。The essay also looks at the future trends of development of the marine fisheries management regime.
