| 英文摘要 | 环境规划中的公众参与在世界各国和国际社会得到普遍推行，它可以使公众了解规划项目以及由此可能引起的重大的、潜在的环境问题，增强规划的合理性和社会可接受性，从而有利于最大限度地发挥规划的综合和长远效益。我国环境规划中的公众参与起步稍晚。发展到今天，虽取得了一定的进展，但还存在参与意识淡薄、深度不够和参与效果欠佳等问题，影响了公众参与的有效性，导致环境规划的有效性也减低，不利于环境保护的长远发展。在发展我国的公众参与时，应结合本国具体情况，不应完全模仿国外的模式，应在不断吸收、去粗取精、总结经验教训的基础上来发展适合我国国情的公众参与。本论文从提高环境规划中公众参与有效性的角度着手，概述了公众参与的...; The Public Participation system in environmental planning is widely carried outin the world, which is able to make the public know the plan and the importantpotential environmental problems resulting from the projects.
