英文摘要	本文以泉州市洛江区规划为例，针对城市规划过程中建设的短视性与规划内容的弱控制性，运用生态足迹进行融合型规划环境影响评价的方法，为规划环评较早地介入规划编制过程进行了有益的探索。在规划编制初期，确定规划的生态底限(0.3697hm2/人)，和在规划编制过程中，根据现状评价的结果提出耕地是洛江区城市发展的限制因子。通过查阅洛江区历年统计年鉴，运用自上而下法对1997～2007年生态足迹及相关指标进行了测算和分析，定量评价了生态经济系统的可持续发展程度，并运用灰色理论对2008～2020年生态足迹、生态承载力和生态赤字的发展趋势作出了预测，提出了缓解生态赤字，实现可持续发展的对策建议。 研究的主要...; To the construction nearsightedness and the weak-controlling in the course of city-planning, this paper takes the city-planning of Luojiang Area in Quanzhou City as an example and discusses the application of ecological footprint in environmental impact assessment for integrated city-planning, performing a useful exploration for the environmental assessment for city-planning in the process.
