| 英文摘要 | 河流、湖泊、水库及近岸海洋水体富营养化是我国当前面临的主要水环境问题之一。在流域的不同子流域、以不同的方式削减营养盐,其效率(成本)和效果(对目标水体污染负荷的影响)不同,而且营养盐削减涉及到庞大的成本。为提高营养盐削减政策的效率和效果,就需要研究在预定环境目标下使削减成本最小化的最优削减方案。文章首先分析了流域营养盐的来源和相应的削减措施,然后分别建立了不同子流域、不同营养盐削减措施的成本函数和水体营养盐负荷响应模型,在此基础上建立了流域营养盐削减最优方案的研究模型,并分析本研究领域存在的问题。; Nutrient enrichment that leads to eutrophication is one of the major environmental problems in China.Different nutrient abatement measures in different sub-watersheds have different costs and impacts on the nutrient loads to the water body.At the same time,nutrient reduction involves large amount of investment.Lacks of study in this field in China has made it difficult for policy-makers to determine cost-effective nutrient abatement policies.To improve the efficiency and effectiveness of nutrient reduction policies,it is necessary to study the cost-efficient nutrient reduction scheme in watershed.Making use of all possible previous studies in nutrient reduction,this paper analyzes the sources of nutrient and identifies the respondent reducing measures at first.Secondly,the study establishes the cost functions and the nutrient loads response models of different measures in different sub-watersheds.Afterward,the paper develops the model of optimal nutrient reductions scheme.The minimum cost solutions to pre-specified environmental targets,which means combination of different measures located in different sub-watersheds,can be obtained employing the developed models and the data in the studied watershed.Conclusions and discussions are included in the last part of the paper.; 福建省自然科学基金“流域营养盐污染削减最优成本研究”(2010J01360) |
