| 英文摘要 | 为确保世界经济的可持续发展，欧盟在2003年2月13日，公布了WEEE指令和RoHS指令，WEEE指令规定从2005年8月l3日起实施WEEE的生产者责任，RoHS指令规定从2006年7月1日起在电器中禁止使用6种有害物质。WEEE、RoHS指令形成了欧盟市场新的贸易技术壁垒，对中国企业电子电气产品的出口将产生重大的影响。为了应对欧盟的绿色壁垒，电子产品生产制造型企业急迫需要建立一个适合于自身的有害物质减免管理体系。 本文运用控制工程的系统分析原理和科学管理的决策方法，构建了一个有害物质过程管理体系模型，并以厦门华联电子有限公司的工作实际为试点，经过近一年的研究实践，逐步调整修改管理方案，总...; In order to keep the world economic sustainable development, the EU had publicized the WEEE & RoHS directives on the 13th Feb.2003.
