| 英文摘要 | 1949年5月19日，台湾省颁布“戒严令”，宣布从20日零时开始台湾全境实施戒严，台湾从此进入戒严时期，直到1987年结束。戒严时期，台湾当局采取了一系列改革措施，以稳定政权和发展经济。为配合稳定政权和发展经济的措施，台湾当局加强了对社会的控制。除了颁布一系列限制民众自由的法令外，还利用各种人民团体控制民众，工会就是其中重要的一种。 本文首先介绍戒严时期台湾当局工会政策的背景，即国民党大陆时期的工会政策和光复初期的工会政策，指出国民党在大陆时期透过党团的运作取得工会的领导权，“化工会力量为党的力量”的策略，在戒严时期被再度使用。而光复初期职业工会蓬勃发展的状况，使戒严时期台湾当局可以优先组织...; After retreated to Taiwan in 1949, the Taiwan Authorities published the Martial Law until 1987.The Taiwan Authorities made many steps to develop economy and stabilize the government during the Martial Law period.
