| 英文摘要 | 我国经济发展迅速但仍然处在社会主义初级阶段，由于历史原因，我国区域经济发展不平衡，并存在经济结构性问题，而通过财政政策调整经济结构的影响力有限，正确引导国家信贷发展，制定合理的信贷政策成为又一重要手段。制定合理的信贷政策，能够调节信贷总量，优化资金调配，实现政策指引投向，促进结构调整，并与财政政策互补，完成宏观调整任务。根据信贷数据监控、分析和管理的需求开发信息系统，有利于信贷监管和政策制定，具有重要意义。 西南地区地处西部山区，由于历史发展原因，区域内贫困地区较多，其经济金融和信贷信息数据量较大，涉及的地域和机构面广，统计分析较为复杂，然而，该区域内贫困地区的信贷管理工作还基于电子表格收集...; Although China's economic development fast, it is still in the primary stage of socialism.
