| 英文摘要 | 自从2007年8月份，某省地方税务局“金税三期”核心征管系统上线以来， 实现了系统和数据的省级大集中，同时，也带来了风险的大集中。自从系统上线 以来，把某省地税征管水平带入了一个新的历史起点，改变了以前主要依靠税务 人员来征收税款的局面，真正实现了信息管税。为了实现对系统运行的故障做到 “早发现、早解决，提前预防，快速解决”的目标，某省地税开发了系统安全运 行监控平台。 论文首先介绍了TivoliNetcool/OMNIbus、ISM、ITNM等相关知识所涉及到 的一些技术、原理，通过对某省地税信息中心服务器、数据库、中间件以及网络 系统的分析，得出了各个系统运行监控的总体需求...; Since August 2007, a province local taxation bureau‘s “Third Golden Taxation” imposition and management system has been run.
