| 英文摘要 | 我国在处于社会剧烈的转型时期，各种社会矛盾新旧交替、错综复杂，刑事和治安案件层出不穷，由人民内部引发的不稳定事件呈高发、频发、群发态势。由于各地、各级部门对社会维稳工作的内涵理解不一，维稳的原则、范围和内容等基础模型不同，导致具体的维稳工作出现定位差异，一旦发生重大紧急事件，缺乏有效手段快速反应，社会资源无法整合，信息数据无法共享，各职能部门无法协同联动，导致社会不稳定因素得不到及时、有效地处置，维稳工作被动滞后。 本文从解决预警机制技术难题的角度出发，以在江西省萍乡市建立维稳情报信息预警机制的需求为驱动，设计并实现了一套基于J2EE平台和B/S结构的维稳情报信息管理平台。 本文首先介绍了...; China is in a period of dramatic social transformation, while various social contradictions are complicated, and there are endless criminal security cases.
