英文摘要	省作为中国历史中一个重要的行政区划与行政层级制度的概念，在清代前期逐渐清晰，至乾隆末期确定下来，并在晚清推广到边疆地区。本文将乾隆末期在文本层面形成的一整套关于“省”的制度规定与在实践层面的“省”的行政层级设置和运作统称为省制。省制的形成是名实逐渐统一的过程。从实的角度而言，省的一套制度是清入关以后，借鉴明朝及前代经验对汉族地区的行政统治方式。从名的角度而言，“省”由西汉时期的官署之名向清代的制度之名转变，是通过乾隆朝末年一系列王朝典章志书记载规定而确立下来。清朝统治者对这套统治方式的熟悉与掌握，清晰地体现在湖南建省的过程中。由湖南、湖北分藩到典志、官书对湖南建省的重构，由清廷实施分省措施到将...; As a conception of administrative division and administrative level system, the province is very important in the history of China.The concept of it became clear in the early Qing Dynasty,confirmed in the Qianlong period, and extended to the border area in the late Qing Dynasty.
