英文摘要	二战后，美国在联邦政府的指导下开展了全国性大规模的城市更新改造运动，几乎涉及所有的城市。在近三十年的城市更新过程中，大量的贫民窟被清理，居民被逐离，原有社区被豪华公寓、办公写字楼等现代的物质环境所取代，牵涉的居民社区数以百计，人口不计其数。在这浩浩荡荡的更新过程里，社会利益的分化日益明显，“多样性”的社会事实，一方面迫使美国联邦和地方政府需要平衡各种利益纠葛，促进城市居民以各种方式参与到城市更新当中；另一方面，各方利益也通过正式、非正式的手段影响政府城市更新规划和决策，以有利于自身利益。显然，美国政府的通常做法就是在城市更新中强调“公共利益”的概念，以此赋予城市更新选定策略和方案的正当性。似乎...; In the period of post war, a nationwide urban renewal had begun with the direction of U.S. federal government, involved with nearly all the cities.
