| 英文摘要 | 政治哲学是近年来哲学研究的一个热点领域。如何构建一个理想的政府是政治哲学探讨中的一个核心问题。笔者本着从问题本身出发的态度，选取中西方政治哲学的两位代表人物——孟子和密尔进行比较，通过剖析他们政治设计中合理与不合理的地方，试图论证精英民主是比大众民主更合理的统治方式，而精英统治是实现优良政府的重要方式。 孟子作为儒家的重要代表人物，当中的仁政与德治思想一直影响着儒学后来的发展和中国的历史进程；密尔的《论自由》和《代议制政府》等也是西方政治哲学的经典著作，他的自由主义思想和功利主义思想既给予了当时的英国社会以启迪，也为后来的许多国家的发展提供了思想借鉴。 笔者以这两位哲学家关于精英民主与优良...; Political philosophy is a popular contemporary philosophical research area.
