| 英文摘要 | 县政府是美国地域面积最大的常规地方政府，长期以来受制于州政府行政附属这个地位，仅提供有限的服务。但在第二次世界大战后大都市区化的推动下，县政府发展的动力从州政府转向了地方，也就是说，县政府被迫向县域内的未建制地区提供城市化服务，甚至向县域内所有居民提供地区性服务，由此逐渐超越了狭隘的法定角色，成为地区性政府。服务角色的转变促使县政府进行全面的改革：调整治理结构，拓宽收入来源，增强自治权威，强化与其它地方政府间的关系，调整县域经济发展战略，最激烈的就是市县合并。当然，县政府仅仅是美国大都市区化浪潮中的一个常规地方政府，它与其它非常规地方政府和市民自组织机构形成互动，比如专区和居住区协会，有时相互...; Though County Government is the largest general local government in U.S., it has limited influence because of its roles as the arms of the states.Spurred by the trend of metropolitanization, county governments are forced to provide municipal services to uncorporated areas' residents and urban services to county-area residents,going beyond the traditional roles which was established by the Dillon's...; 学位：历史学博士; 院系专业：人文学院_世界史; 学号：10320090153475 |
