英文摘要	国内学者对于构建全国范围内的巨灾保险制度研究很多，且大多数只是定性研究，而对区域巨灾保险制度的研究比较少，本文在区域保险发展的理论基础上，以福建省为例，试图构建出具有福建特色的区域巨灾保险制度。 本文首先从保险经济学理论和区域经济学理论两个方面总结了区域保险研究的理论基础。其次，通过分析2004-2014年间福建省的气象灾害、经济、人口和保险数据，总结出了福建省巨灾风险特点、经济发展水平、人口文化特征和保险发展水平。然后，详细介绍了国外发展成熟、运行成功的三种巨灾保险制度，并总结了国际巨灾保险制度经验对我国的启示；还具体分析了深圳和宁波巨灾保险试点方案，在此基础上进行学习与创新。 建议福建...; The study on the construction of a national catastrophe insurance system by domestic scholars is much enough, but most of them are qualitative researches, and did not give a complete and feasible catastrophe insurance program.
