| 英文摘要 | 随着税收征管体制改革的逐步落实，税收风险管理已经成为提高征管质量、改善纳税遵从的主要抓手。税收风险管理是一项融合专业知识和现代技术的公共管理活动。其中，税收风险识别是风险应对的前置程序，是整个风险管理工作的起点。经过一段时间的开展，税收风险识别已成为了征管工作的重要部分，其中既有成绩，也暴露了一些问题，值得我们深入研究。本文立足上海市税收风控的实践，通过对我国现行的税收风险识别实践中存在的问题的分析，提出了改进现行税收风险识别工作的意见和建议。文章共分为四章。第一章是税收风险识别的概述。本章主要介绍了税收风险识别的含义、内容和方法等要素，并作了简要的评价和论述。第二章是我国税收风险识别实践的现...; With the reform of tax collection system, tax risk management has been the major measure to improve the quality of tax collection and rule compliance.
