| 英文摘要 | 本文侧重于对我国各地级市政府与民生领域相关的公共服务效率进行测算和评价，并在此基础上分析其主要影响因素。在具体实证研究中，本文以我国281个地级市地方政府2007-2013年的数据作为样本，采用DEA-Malmquist指数模型先对我国地方政府教育、医疗卫生、社会保障三项民生公共服务效率情况进行测算和评价，接着再对我国地方政府的民生公共服务效率进行测算和评价。在我国地方政府民生公共服务效率值的基础上，本文进一步采用Tobit受限回归模型来分析影响我国地方政府民生公共服务效率的主要因素。 本文的研究结果表明：从分年份的结果来看，我国地级市政府的民生公共服务效率整体相对技术提升幅度较快，并正处于...; This article pays more attention to investigate the modification and inconsistence of public service efficiency of local governments in China, and further analyses its potential influence factors.
