| 英文摘要 | 摘要 土地增值税作为房地产税收的重要税种，在规范房地产市场交易秩序，促进房地产市场健康发展方面发挥了重要作用。但是，土地增值税开征以来，由于房地产企业纳税意识淡薄，土地增值税制度不完善，土地增值税的偷逃情况十分严重。为了探究影响土地增值税征纳的深层次原因，本文从纳税人的利益取向及其行为选择的研究出发，对A－S博弈模型进行修正，根据效用最大化的原则，论证了实际增值额、税收遵从成本、偷逃税成本、罚款率、稽查水平、稽查概率和税率几个因素对房地产企业效用函数及税务机关效用函数的影响。研究发现，尽管税务机关通过采取提高稽查水平、稽查概率、处罚率和降低稽查成本来提高房地产企业申报土地增值额，但是作用有限...; Abstract Land value-added tax is an important tax of real estate tax, in regulating the real estate market order, play an important role in promoting the healthy development of the real estate market.
