英文摘要	论文摘要垄断行业的改革是经济学领域最为活跃的研究课题之一，也是当前中国经济体制改革的热点问题。2003年我国华南地区“油荒”的出现和油价的暴涨使社会的目光开始聚焦我国石油产业改革。“油荒”的出现和油价的暴涨是“石油”作为不可再生资源绝对数量短缺的一个反映，然而这决不是其唯一的原因。本文认为其深层的本质原因是我国石油产业的政府规制体制。本文运用产业组织和政府规制理论分析了我国石油产业在管理体制、定价机制和流通体制上存在的问题，并提出了我国石油产业政府规制体制改革的对策建议。虽然近年来对于政府规制改革的文献研究颇多，但是大多数的研究集中在电信、电力等行业，对于石油产业的政府规制改革的系统性研究还不...; Abstract The reform of monopoly industry is one of the most active researching subjects in the domain of economics recently, and it is also the hot field in the reform of economic system.
