英文摘要	“三农”问题是目前我国经济实现跨越式发展的关键，而农民增收问题又是“三农”问题的核心，是发展农业和农村经济，解决“三农”问题的出发点和最终落脚点。农民收入是否提高，关系到我国构建和谐稳定社会的目标能否最终实现，因此研究影响农民收入的财政支出，将财政支出政策改革的目标直接指向促进农民增收这一“三农”问题的症结所在，对指导财政支出解决“三农”问题及促进农民增收实践具有重要的现实意义。 本文运用现代经济学的基本分析方法，首先结合目前财政支出影响农民收入的基本情况分析，从面向“三农”的财政支出有利于打破农民弱势性、降低农业弱质性、消除农村边缘化及解除农民后顾之忧四个方面对财政支出影响农民收入的理论依...; Currently, problem about Agriculture-Rural Area- Peasantry is the key to achieve economic leapfrog development in China.
