| 英文摘要 | 财政联邦制越来越受到更多的关注，我国的财政联邦制还在不断发展的过程中，在处理中央与地方权力的关系问题方面始终有着权力收放的顾虑，在没有建立真正的市场经济体制和不明确的权力定位情况下，寻租活动也就应运而生。不同的财政体制对寻租活动有不同的影响，并反过来影响经济发展和财政体制改革的进程。寻租活动的表面原因是对利益的追逐，然而背后的原因却是产权不明、政府定位不清等制度方面的原因。而在制度背后支撑寻租活动的却是人们对平等观念和合理权利的疏忽。分权虽然可以对地方政府产生一定的激励，促使其伸出援助之手，但行政性分权缺少市场的有效约束，从而无法遏制寻租，只有进行适度市场型分权的财政联邦制，才可以有效遏制不当...; The fiscal federalism has got more and more attention.
