英文摘要	人口老龄化引发了社会保障资金短缺问题。为解决这一问题，我国社会保障制度采用了社会统筹与个人帐户相结合的部分积累筹资模式。但是，我国一直以来是以征收社会保障费的方式来筹集资金，这种既不规范又缺乏强制性的筹资方式催生的社会保障欠费现象进一步加剧了人口老龄化背景下社会保障资金的短缺，而以征收社会保障税的方式筹集资金恰能有效克服这一弊端。因此，调整我国社会保障资金筹集方式，将社会保障“费”改“税”，开征社会保障税，是我国社会保障制度在资金筹集方面未来的发展方向。当前，学术界对于开征社会保障税的研究多止步于税制要素方面，而本文则在探讨了税制设计之余，拓宽视野，研究了筹资方式调整期内一系列衔接问题。对此，...; With the rapidly aging population, attention has been concentrated on the shortage of social security funds.
