| 英文摘要 | 当前中国的经济增长面临着环境、人口、资源的多重约束，为了实现经济可持续发展，同时应对能源需求的快速增加造成我国能源对外依存度的年年攀升的严峻形势，中国应尽快着手推进能源结构的转型。短期内，以节能为主，同时助推新能源产业的政策体系建设将是主要的选择。中长期规划应侧重为新能源产业创造良好的市场环境，使其适度地参与市场竞争。 政策体系建设先于产业建设，同时服务于产业建设，是随着产业建设推进而不断完善的过程。对于不具备成本优势、规模优势的新能源产业，给予一定的税收优惠、直接补贴等扶持政策能降低其入市门槛，吸引民间资本进入新能源产业，从而促进产业规模的扩大。各国实践都表明类似太阳能技术的应用市场实际就...; China’s economy growth is under the stress from the environment protection, population growth and especially the increasingly scarce natural resource.
