英文摘要	对于公共产品的供给，传统的理论从产品的本身属性入手试图找到解决产品供给的方法，但是，这种单纯的方法对于混合产品的供给方面给出的答案相当模糊。本文拟从不完全合同的角度对公共产品的供给进行探讨，并将这样的讨论应用到我国基础教育的供给上，最后给出建议。 单纯的政府供给基础教育和市场供给基础教育都存在缺陷，因此探讨政府与市场的结合成为关注的重点。本文从合同角度探讨二者结合的模式。合同理论认为，如果合同是完全的，那么所有权的配置不影响效率。但是，合同天然是不完全的，因此产权的配置是十分重要的。因为基础教育具有自身的特性，尤其教育的收益是难以测量的，在明确产权的同时，还要注意对外包合同的治理，加强教育评...; For the supply of public goods, the traditional theory start from the property of the product itself trying to find a solution to product supply methods.
