| 英文摘要 | 随着市场经济体制的日益完善和网络型公用事业改革的继续进行，政府对网络型公用事业的价格管制逐渐成为理论界探讨的热点问题。特别是近些年，铁路部门的春节涨价、城市公共供水、供电、燃气的价格普遍上涨等问题已经走进人们的视野。价格管制作为政府管制的核心，决定着网络型公用事业产品提供的效率与公平，而现代社会的迅速发展，对价格管制方法提出更多的要求，又由于原有的价格形成机制存在诸多的问题，因此价格管制改革成为当前网络型公用事业发展的趋势。本文的基本逻辑思路是：第二章分析网络型公用事业的经济特征，并结合发展趋势提出网络型公用事业价格管制的四个政策目标。前两个目标的实现由第三章的价格水平管制方法承担，后两个目标...; Along with perfecting market economic system and the reform of network utilities, price regulation of government to network utilities has become a hot topic.
