| 英文摘要 | 义务教育是国家以法律保障对学龄儿童实施的一种具有普及、平等、强制、无偿等诸多方面特征的教育制度。从公共财政的角度看，义务教育作为公共需要应成为公共财政的支出对象；从人力资本投资角度看，义务教育是具有较高社会收益和强正外部效应的教育层次和教育类型。因此，政府应在义务教育投资领域里有所作为，实施义务教育、确保义务教育均衡发展是政府的职责。随着经济的发展,我国对义务教育的重视程度越来越高,教育支出规模和结构都发生了一些变化;但是就目前来看,我国与世界先进水平相比,义务教育财政支出规模偏低,结构也不尽合理。同时，教育机会不均等问题也已经十分严重，且存在扩大的趋势。全国除大中城市和部分沿海经济发达省份以...; Compulsory education is an education system that the nation has universality to the children at school age which has law guarantee, equal, force, gratis and other characteristic.
