英文摘要	本报告重点剖析中国在体制转轨时期教育、基础设施、体育与社会救助等准公共品供给机制的多元化及其发展条件，分析中国公共品供给机制改革的概况，探讨中国公共品有效供给之道，并进行理论总结。主要结论是：1.中国民办教育发展条件。中国民办教育供给受教育的特性、需求规模及多样性、私人资本和师资及管理、政府法律与政策等因素影响。回归分析结果显示，各省市的私人投资、高校数量、平均教育年限对民办教育经费支出的解释度高达80﹪以上（R2=83.8%)。2．中国高校收费水平。目前中国公立高等院校对本专科生按照培养成本的25%收缴学费，这一水平就总体而言是大部分家庭（独生子女家庭）可以承受的。应在一定时期内保持相对稳定...; The thesis mainly analyzes diversifying and developmental conditions ofprovision mechanism of impure public goods such as education, infrastructure andweal project in China during the transformation of economic system.
