| 英文摘要 | 摘要 世界银行于1994年提出的“新国民财富”概念是对传统财富观念的一次突破创新，它将财富的范围进行了扩展，指出财富的四个构成：生产资产、自然资本、人力资源和社会资本，是可持续发展的重要测度指标之一。 本文对同样是对财富进行核算的SNA和新国民财富的财富核算范围及其影响进行了横向比较分析。SNA把自然系统视为可以提供资源的“局外人”，只核算其实物量，考虑自然资源存量供给状况；而新国民财富将之视为与各机构部门相提并论的、能提供资本的“参与者”，需要密切关注自然资本的积累或折旧状况，适时进行资本补偿或维护。同时，新国民财富还将人力资源和社会资本等无形资本纳入，大大扩展了国民财富范围。 从...; Abstract The conception of “the Broad Wealth of Nations”, which was suggested by World Bank in 1994, is a breakthrough and innovation for the traditional concept of the wealth.
