| 英文摘要 | 对中国人民银行而言，为了实现通货膨胀稳定和经济增长的双重目标，有必要找到一个合适的货币政策操作目标，找到合适的货币政策工具规则。由于近年来我国基础货币的内生性越来越强，我国的货币政策以货币供给量为中介目标存在“可控性”问题，而利率市场化却不断取得新的进展，因此考虑货币政策由数量调控转为价格调控，研究利率规则成为我国央行货币政策工具规则的可行性及其对中国的适用性是具有前瞻性和重要意义的。 本文首先界定了利率规则的内涵并回顾了利率规则理论的发展，接着从美国货币政策工具规则的转变及其成功运用中得到启示，分析基础货币规则在我国的不适应性以及利率规则在我国实施的可行性。然后在研究利率规则对中国适用性时...; People’s Bank of China must have suitable monetary operational aims and tool-oriented rules in order to achieve the dual aims of inflation stabilization and economy growth.
