| 英文摘要 | 党的十六届六中全会提出，到2020年覆盖城乡居民的社会保障体系基本建立。这是中国社会保障体系改革的一大里程碑，同时也对财政的社会保障支出提出了更新、更高的要求。然而，面对中国农村整体薄弱的经济基础和个人经济能力的低下，面对部分城镇居民的低收入困境和单位责任的缺失，面对全球汹涌而来的人口老龄化趋势，财政社会保障支出的压力巨大。除了逐年扩大的社会保险基金缺口外，覆盖范围向城乡居民的扩大、医疗卫生事业建设、保障性住房建设等都需要财政资金的投入。既要通过财政支出，保证、促进覆盖城乡的社会保障体系建设，又要结合社会保障制度的财务特点，长期、科学、全面地测算社会保障支出对国家财政的影响，努力寻找对策，以促...; The Sixth Plenary Session of its Sixteenth Central Committee of Chinese Communist Party proposed to establish a social security system covering urban and rural residents .It marks a major milestone of social security reform in China, and requires more fiscal fund of social security.
