| 英文摘要 | 内容提要本论文研究的是关于财政公共化变革与立宪转型之间的相互关系问题，其意义在于突破政治学与法学的学科边界，从经济学的角度对宪政国家的逻辑、历史与现实进行既具有工具理性又具有价值理性的研究。围绕研究主题，论文共分三篇进行建构。在理论篇中，以财产权为思考的逻辑起点，对财政立宪的相关命题进行了理论论证，逻辑上得出了公共财政通过规范政府的经济行为进而达到规范国家的政治行为，从而实现国家的宪政转轨的可行性；在历史篇中，通过对中英两国政治、经济、文化等多维度的考察，重在揭示中英两国不同的财政政体互动变迁的制度性因素；而在现实篇中，指出近30年的财政公共化改革同时也就是宪政契约在我国不断演进的过程，因此，...; ABSTRACT This dissertation is about the mutual relationship between reform of the public finance and transition of the state constitution.
