英文摘要	农业在我国经济中长期占据基础地位，在国家计划经济政策的导向下，长期以来形成的城乡二元结构导致农村发展滞后，农业生产效率增长缓慢，农民生活水不高。“三农”问题是当前我国社会经济发展面临的重大问题，成为制约我国社会经济发展的瓶颈。如何提高农民收入水平，缩小城乡差距，减轻农民的经济负担是保障农民经济利益，解决“三农”问题的关键所在，也是今后农村发展的首要任务。2008年全球金融危机对全球实体经济造成冲击，我国农业经济也受到一定程度的影响，农民的经济利益受损。后金融危机时代，如何加快转变经济发展方式，着力调整经济战略结构，在农业经济方面如何巩固农业的基础地位，推进社会主义新农村建设是解决“三农”问题，...; Agriculture is the base of national economy for a long time.
