| 英文摘要 | 近年来，财政支出绩效问题得到越来越多的关注，作为财政体制建设中的重要环节，财政支出绩效评价对于提高财政资金的利用水平，提升财政监督力度及财政预算决策的针对性均具有不可替代的作用。另一方面，科学技术是第一生产力，对经济、社会的发展都有深远的影响，长期以来我国的政府科技投入与企业科技投入等方式相比占据着主导地位。自2006年《国家中长期科学和技术发展规划纲要（2006-2020）》出台以来，财政科技支出的规模增长迅速，吸引着社会各界的关注，公众想知道如此大量的公共财政资源支出究竟效果如何。同时，在国家财政科技支出中地方政府财政科技支出所占比例也有了显著提高，地方政府在科技支出中扮演中越发重要的角色...; In recent years, issues toward the performance of fiscal expenditure are getting more and more attention.
