| 英文摘要 | 2010年底，财政部和国家税务总局发文要求，各地要逐步推行应用房地产评估技术加强存量房交易税收征管工作，旨在解决存量房交易环节的“阴阳合同”问题，减少税收流失。自此，各地开始着手建立存量房评估系统，一些城市在这方面已经积累了丰富的经验，甚至达到了世界先进水平，如深圳、杭州、丹东等城市。但是，国内运用批量评估技术评估房地产保有环节价格的实践始于2003年，存量房交易环节按评估价征税的时间也不过三四年，评估的理论依据、评估技术和模型函数的选择，在一定程度上还存在着缺陷和不完善之处。这就需要在实践中不断改进模型，将房地产保有环节计税批量评估技术逐步运用到存量房交易环节的计税估价中。评估存量房交易价格...; The end of 2010, the Ministry of Finance and the State Administration of Taxation issued a document requirements, localities should be gradually introduced the application of real estate assessment techniques to strengthen the hand housing transaction tax collection.
