| 英文摘要 | 近年来，大陆相关部门连续出台了一系列政策措施加大了对中小企业融资的支持力度，但问题还未得到彻底解决。台湾地区早在上世纪60年代就认识到了中小企业的重要性，逐渐建立了完善的中小企业融资辅导体系。主要举措包括：一是政府支持。台湾1981年就设立了中小企业处，向中小企业提供信息、技术、培训和融资等各方面的服务，还成立政策性的中小企业专业银行，专门针对那些具有发展潜力，但缺乏资金的中小企业。二是业界支持。政府、金融机构和企业界共同成立了中小企业信用保证基金，为中小企业提供信用担保。三是创业辅导。7家金融机构捐赠基金成立了财团法人中小企业联合辅导基金会，最重要的服务内容是提供融资辅导、财务管理辅导和人才...; In recent years, the relevant departments of the mainland continuous introduction of a series of policies and measures to support SME financing, but the issue has not been completely resolved.
