| 英文摘要 | 从上世纪70年代的中后期开始，随着新公共管理运动在全世界范围内兴起，承载着提高政府效率重任的政府绩效评估也取得了长足的发展。美国、英国等西方国家在实施了政府绩效评估措施之后，行政效率有了大幅度的提高，民众满意度和支持率也出现了明显回升。近年来，我国政府以转变职能，构建服务型政府为目标，积极推进政治体制改革。政府绩效评估的研究有助于衡量改革的效果。但目前该领域的进展难以满足这一现实需要，对基本公共服务效率的研究仍有待于进一步的深入和完善。 本文主要对政府绩效评估的体系和方法进行了研究。全文共包括五个部分:第一部分系统地回顾了国内外政府绩效评价方面的主要成果，并对主要的观点进行归纳和评述，为本文...; From the late 1970s, with the rise of new public management movement worldwide, government performance evaluation aiming at developing effective governments also achieved great strides.
