| 英文摘要 | 科技进步对生产力水平提高及人类进步具有重要意义。目前世界各国政府对自主创新给予高度重视，纷纷加大技术研发投入。我国自2006年提出建设创新型国家的目标以来，将技术创新提高到国家发展战略位置，对科技创新的支持力度也大幅提升，同时扩大科技类财政支出也符合公共财政制度构建要求。因此研究财政科技支出绩效对提高国家自主创新能力、完善公共财政体制具有重要意义。 现有财政科技支出绩效研究多采用综合评价、效率分析和回归分析三种方法，其中回归分析在科学性和实用性上优势明显，本文同样采用回归分析方法实证检验了我国财政科技支出绩效水平。首先本文把财政科技支出绩效分解为两部分：科技创新产出绩效和对企业和其他研发资金...; The advance of technology has very important meaning for the improvement of productivity, as well as human development.
