英文摘要	摘要 本文从西方经济学理论、社会变迁、案例研究三个方面来验证非政府组织参与公益物品供给的逻辑。 在经济学理论中，物品的外部性会导致市场供给无效率，需要由政府进行提供。由于政府无法了解个人偏好，政府供给中也存在着无效率。而非政府组织则可以弥补这种制度性缺陷。 社会变迁一方面从另一个角度印证了在步入现代社会后的西方国家非政府组织可以有效弥补政府和市场在公益物品供给方面的不足，与经济理论的视角相互呼应；同时从另一方面解读了目前国内社会的政治和经济社会结构，得出国内非政府组织参与公益物品供给可以弥补因“中国特色社会主义”性质的政府失灵和和市场失灵在公益物品供给方面的不足。案例分析则从现实的角度，以城市垃圾治理服务为样本，通过样本调查、比较分析来验证这一结论。 文章最后，分析了目前非政府组织在公益物品中存在的一些问题，提出了“政府购买公共服务”的模式作为转型时期非政府组织参与公益物品供给的方式，以弥补目前公益物品在供给方面的缺陷。 本文的特色之处在于从多视角解读了非政府组织参与城市公益物品供给的逻辑，厘清三者之间的内在联系，并对公益物品的概念从经济学角度进行了界定。 在“中国模式”与“普世价值”交锋的转型期，既可以纠正国家和市场在社会经济发展中的制度弱点，又能够促进社会结构转型的非政府组织参与公益物品供给模式对于中国社会发展路径的选择无疑具有重大的现实意义。 关键词：公益物品，非政府组织，多元视角; Abstract This paper demonstrates that the third sector needs to participate in the supply of public goods in three ways which connected internally: western economic theory, social change, and case studies. In economic theory, externalities lead to market inefficiencies and it is necessary to be provided by government. However, government can not know all personal preferences, so government supply inefficiency appears. But this problem could be solved by non-governmental organization. From another point of view, non-governmental organization has played an important role in the change of society .And the interaction between the two happened all the time. Because of the difference between western and eastern society, this paper demonstrates them respectively. And case study took the perspective of the urban waste management services as sample, through surveys、comparative analysis to verify that it is necessary for non-governmental organization to participate in public goods supply. Besides, this paper concludes that "government purchase of public service" model could be an effective way for non-governmental organization participating in the supply of public goods in transition period. The traits of this paper include new definition of non-governmental organization, analysis of the necessity and the concept of public goods from the opinion of the interpretation of economics. Nowadays ,“China model” and “universal value” clash , both state and market try to rectify social and economic development in the weakness of the system, promote the transformation of social structure and non-governmental organization need to supply public goods to China choose the path of social development is undoubtedly of great practical significance.
