| 英文摘要 | 内容摘要以ICT为技术核心的现代远程高等教育逐渐成为主流教育形式。我国近几年通过发展远程高等教育为人们提供更多接受高等教育的机会，这是落实科学发展观、建设和谐社会的必然选择。但是，从整体运行态势反思远程高等教育近几年的发展，对数量扩张的重视远远高于其它方面，使得远程高等教育发展出现了困境。教育部近期提出，要把握好高等教育改革和发展的节奏，远程高等教育的发展也不例外，而要把握好远程高等教育发展的节奏，就是要以学生为本，把握好教育发展规律及教学规律，重视解决那些制约远程高等教育发展的深层次问题和矛盾，促进其全面、协调和可持续发展。本研究顺应了这一发展趋势，以我国远程高等教育的主要承担群体广播电视大...; ABSTRACT The modern Distance Higher Education, whose kernel is ICT(Information and Communications Technology), is becoming a main form of education.
